People will walk away inspired to lead better\, equipped with practical guidance that they can put into practice the next day.\n\n\nSpeaker Lineup\n\n\n \n\nMeet Our Emcee\n\nLeah Rhineheimer\, Assistant City Manager in Gilbert\n\nProud graduate of Gilbert Leadership Class 25\n\n\n\n\nFor the past five years\, Leah has had direct oversight of police\, fire\, public works\, and Gilbert's Native American Management Internship (NAMI) program. On a daily basis\, she coaches\, collaborates and strategizes directly with the department leaders for each of these teams. Previous experience includes supervision over Gilbert's award-winning Parks & Recreation team\, Safety Division\, and Community Resources Division as well as management of the organization's public policy and legislative advocacy efforts.\n\n \n\nRecent examples of the type and breadth of duties include leading the initiative to create the Heritage Center in downtown Gilbert\, providing guidance and strategic road mapping for the town's 2018 public safety bond and 2021 transportation infrastructure bond\, supporting the police department's efforts in navigating the extended social and civil unrest during 2020\, serving as a key contributor to the organization's response to the COVID-19 pandemic\, and leading the development of the council's vision for the newly-established Community Engagement Task Force.\n\n \n\nLeah graduated summa cum laude from the University of Texas at Dallas with a Bachelor's in Government and Politics and Master's in Public Administration. She resides in Gilbert with her husband\, Chad\, and their cat (Lando) and three dogs (Luke\, Princess Leia and Mando).\n \n\nAbout the Live Speaker\n\nRob Duggan\, Fire Chief with Gilbert Fire and Rescue\n\nProud graduate of Gilbert Leadership Class 25\n\n\n \nChief Duggan is a 23-year veteran of the Gilbert Fire and Rescue Department and holds over 30 years of public safety experience. He was recently appointed to the Fire Chief position after serving as an Assistant Fire Chief at the Gilbert Fire and Rescue Department for the past seven years. During his career with Gilbert Fire and Rescue\, he held every position in the fire department\, including time as a Public Information Officer and Training Captain. Before his time with the Gilbert Fire and Rescue Department\, Chief Duggan was a member of the Casa Grande and Rincon Valley Fire Departments. He grew up in Moon Valley\, attended Thunderbird High School\, and graduated from the University of Arizona with a Bachelor's Degree in Microbiology. Chief Duggan recently received a Master's in Public Administration from Park University and his Executive Fire Officer credential from the National Fire Academy. He is also a proud graduate of Gilbert Leadership\, Class 25. Rob and his wife Sally moved into Gilbert in 2002\, where they raised their daughter\, Maddie\, who is working and completing college in Brooklyn\, NY. Chief Duggan is a collaborative communicator focused on building relationships\, driving positive change\, and facilitating leading-edge innovation in the fire service.
